This series consists of 5 challenges based on each other. It introduces a new three-step cipher called ASAC, which is a modified version of ADFGVX. Part 2 uses only the first two steps of the cipher.

What does "This series consists of 5 challenges that are based on each other" mean ?

Does Part 2 use the same rotations for the first Polybus square as the ones of part 1 ?

sorry for the long response-time…

No, every challenge uses a new set of rotations. Based on each other just means, that another round is added to an methodologically identical, previous round (despite using new/other passwords for that previous round, of course)
